The SMUD Program operates in six phases. Each phase has key deliverables and milestones identified by the Program to help ensure the successful execution of your building’s RCx project.
Program Representatives will support you throughout the process, from project start to project completion. Each building will have an RCx Provider, selected by the building owner from the Program’s pre-qualified pool of providers, to lead the investigation of the building and provide documentation and training once the project is complete.
IMPORTANT OWNER PROGRAM DOCUMENTS
Throughout the RCx process there are key documents and deliverables that are important for the building owner to understand since each form requires an owner signature. These documents include:
Program Application
A commitment-free application that allows the Program to determine if the building is a good candidate. If it is a good candidate, the Program Representative will schedule a free site visit to screen the building.
SMUD Utility Release Form and PG&E Utility Release Form
Allows SMUD to release electric utility data and PG&E to release gas utility data for the prior 12-24 months and at project completion. The utility data is used by the Program to establish an ENERGY STAR® benchmark account and calculate the building’s EUI (Energy Use Index).
Owner Program Agreement
Confirms agreement to the Program’s requirements, terms, conditions, and process. The key commitments established by the Owner Program Agreement are that the owner must pay 20% of the investigation cost and install all RCx measures that pay back in one year or less up to the project cap (the cap is typically set at 8.5% of the building’s annual electric bill).
Implementation Incentive Offer
Signed between the owner and the Program to determine the amount the owner will receive in incentives to install eligible RCx measures that pay back in more than one year.
Details of RCx Program Process
Below, each phase is described in detail, including the deliverable(s) expected in each phase from the RCx Provider. You can also refer to the Process Flow Chart to review the Program process and see the expected duration for each phase. Most projects typically take 9-12 months to complete.
Project Start
The first step to participate in the Program is to fill out a SMUD RCx Program Application. You'll also need to submit Utility Release Forms for your electric and gas service accounts.

Candidate Screening
The overall purpose of candidate screening is to confirm eligibility for the Program and assess potential for cost-effective retrocommissioning opportunities.

Agreement Development
Once accepted to participate in the Program, the owner selects an RCx Provider from a pre-qualified list of providers to conduct the investigation.

RCx Investigation
During the investigation, the RCx Provider conducts a rigorous analysis of the building operations. PECI will invoice the building owner for the 20% of the investigation cost upon completion and approval of the Master List of Findings.
